Actually what I think will happen is that because the local functionality is so poor, folks with just revert to using their tried and true search engines and say to Siri: “Google me the nearest restaurant” or “find on the web the best family restaurant”.

Siri is amazing. Especially when it gives options to “the oldest trade in the book” at local level if you say “I’m lonely, find me a lady of the night”.
