Although a smaller % that is perhaps more motivated will work to take advantage of the sytem for their own end. The 5 limit prevents automated tools from being very productive either. People feel a responsibility to correct those errors in Maps. I bet Keith D Tyler was on the verge of completely polishing up his home town.
